Anu Mutanen

About/Bio

Anu Mutanen works as Associate Professor of Public Law at the Faculty of Management and Business, Tampere University, Finland. She is Vice Director of Strategic Research Council of the Academy of Finland funded project (Just Recovery from Covid-19? Fundamental Rights, Legitimate Governance and Lessons Learnt, JuRe) and Director of the project’s research team on Stable Constitutional Framework for Post-Pandemic Recovery. She holds LL.D. (University of Helsinki) and Title of Docent in Constitutional Law (University of Turku). She has previously worked e.g. as Senior Specialist in Law Drafting at the Ministry of Justice of Finland. Mutanen has written several publications in the field of European public law, focusing on constitutional law. Her research interests include post-pandemic legislation, COVID-19, law and crises, democracy, participatory rights, access to justice, state sovereignty, local and regional administration, promotion of immigrant integration, and rights of future generations. She regularly acts as an expert in the Constitutional Law Committee of the Parliament of Finland.
